Piyush Goyal given additional charge of finance ministry in Arun Jaitley's absence

NEW DELHI: Piyush Goyal is likely to present the interim Budget on February 1 as he was on Wednesday given the additional charge of finance ministry as Arun Jaitley is in the US for medical treatment, sources said.

Jaitley has undergone surgery at a hospital in New York on Tuesday and has been advised at least two weeks rest by the doctors, sources said. Jaitley, who had travelled to the US on January 13, has undergone tests for soft tissue cancer this week.

An official release from the Rashtrapati Bhavan Wednesday said the President, as advised by Prime Minister Narendra Modi, directed that during the period of Jaitley's indisposition, the portfolios of the minister of finance and the minister of corporate affairs, held by him, be temporarily assigned to Goyal, in addition to his existing portfolios.

How unsafe are Indian railway tracks ?

At least six lives are lost everyday to unnatural accidents on railway tracks and crossings. Times of India reports, quoting statistics from the National Crime Records Bureau, that railway accidents killed 26,000 persons and were the third-leading cause of avoidable deaths between 2004 and 2015. Recent data shows a spike — in the four years to 2018, 15 deaths were reported on railway tracks everyday, an RTI query shows.

In 1960-61, trains collectively travelled just 388.1 million train km as compared to 1170.7 million train km in 2017-2018.

Train kilometer is the unit of measure of distance which corresponds to the movement of a train over one kilometer.

Significantly, despite trains having travelled an additional 74 million train km in 2017-2018 as compared to the last five years, accidents have remained at an all-time low.

More than 60 people were killed in Amritsar on Friday when a speeding train mowed down a festive crowd — the worst trespassing-related accident in the railways’ history.

Punjab Min Navjot Singh Sidhu & Sunil Jakhar speak to media, put the blame on the railways for #AmritsarTrainTragedy.

However, Railway Board Chairman Ashwani Lohani said in a statement that the railways was not intimated about a Dussehra event along the tracks that led to the deaths of at least 61 people in Amritsar . Ashwani Lohani is IRSME officer, current Chairman of the Indian Railway Board and former Chairman & Managing Director of Air India. He said that the accident occurred at a stretch between two stations -- Amritsar and Manawala, and not at a level crossing.

Railways changes 36-year old practice to end VIP culture

NEW DELHI: The railway ministry has asked its senior staff to slug it out -- at home and at work -- as part of steps to end the VIP culture in India's national transporter.

In an unprecedented move, the ministry has brought to an end a 36-year-old protocol where it was mandatory for general managers to present themselves on arrival and departure of the Railway Board chairman and other board members during zonal visits. As part of a massive overhaul of the culture of privilege prevalent in the ministry, the Railway Board has decided to do away with the instructions of a 1981 circular that mandated such protocol.

In an order on September 28, the ministry said that the instructions and guidelines issued to the railways regarding the protocol to be observed at airports and railway stations during the visit of the Railway Board chairman and other board members stand withdrawn with immediate effect.

Railway Board chairman Ashwani Lohani said no official will entertain bouquets and gifts at any time.
However, it's not just in the office that senior officials of the national carrier have to exercise restraint, but also at home. All senior officials have to relieve all the railway staff who have been engaged as domestic help in their homes.
