Are some untrained ATC staff guiding planes?

Several air traffic controllers handling flights in India are unqualified for the job, Economic Times reports, citing the Aircraft Accidents Investigation Bureau’s findings. The issue has resurfaced following a report on a near-miss between Indigo and Emirates aircraft over Nagpur in January 2018. Earlier, the AAIB found 19 unauthorised ATCOs in Nagpur, 85 in Delhi, and 20 in Varanasi. The report also puts down the lapses by ATCOs to short-staffing, which restricts them from taking breaks. Previously, Hindustan Times reported that the number of misses in Indian skies has hit a six-year high.
