Malhotra, an Indian Information Service Officer, has over 32 years of experience in planning and implementing media and communication strategies for various central government ministries and departments. He effectively steered the media and communication policy during the critical COVID-19 pandemic in the Ministry of Finance. Malhotra was associated with the Election Commission of India as the in-charge of media and communication for 21 years and has closely worked with 12 Chief Election Commissioners. He holds a Post Graduate Diploma in Business Management, a Post-Graduate Diploma in Media Laws, and has completed short-term courses in Public Policy Analysis, Media Management & Strategies, and Marketing: The Winning Concepts & Practices. As a spokesperson, he has successfully established two-way communication channels between the government and the media and managed crisis situations during his distinguished career.
