Former Chief Secretary Ratna Prabha joins BJP

Former Chief Secretary of Karnataka K. Ratna Prabha, the third woman to have held the post after Teresa Bhattacharya (2000) and Malathi Das (2006), joined Bharatiya Janata Party (BJP) at a public rally here on Wednesday. BJP State unit president B.S. Yeddyurappa welcomed her to the party at Supermarket area in the middle of the procession organised for filing BJP candidate Umesh Jadhav’s nomination for Kalaburagi Lok Sabha segment. BJP leaders Malikayya Guttedar, Baburao Chinchanasur, Doddappagouda Patil Naribol, B.G. Patil, N. Ravikumar, Dattatreya Patil Revoor, Basavaraj Mattimud, Ambaraya Ashtagi and other party leaders were present.

Justice N Radhakrishnan appointed new Chief Justice of Calcutta High Court

Justice T B N Radhakrishnan was Thursday sworn-in as the new Chief Justice of Calcutta High Court. West Bengal Governor K N Tripathi administered the oath of office to Justice Radhakrishnan in a solemn ceremony at the high court. The other judges of the high court and senior members of the Bar were present at the oath-taking ceremony. Justice Radhakrishnan was earlier the Chief Justice of the High Court of Hyderabad for the states of Telangana and Andhra Pradesh from July 7, 2018. He was sworn-in as permanent Judge of the High Court of Kerala on October 14, 2004. Enrolled on 11th December, 1983, he practised at Thiruvananthapuram, before shifting to Kerala High Court in 1988, where he dealt with cases in different branches of law, including civil, constitutional and administrative law.

India strike back on JeM training camp in Balakot: Indian Government

Pakistani F16 jets were scrambled to retaliate against the IAF Mirage 2000s but turned back due to the size of the Indian formation. Western Air Command coordinated the operation. One of the targets destroyed by the IAF Mirage jets was in Pakistans Khyber Pakhtunkhwa area. The non millitary preemptive strike was absolutely necessary according to the press briefing by Foreign Secretary Vijay Gokhle . The target was only terrorists and not Pakistan military or civilians.

Foreign Secretary Vijay Gokhale said the target was chosen to avoid civilian casualties. He said the camp was run by Maulana Yusuf Azhar, brother-in-law of JeM chief Maulana Masood Azhar.

CBI chief Rishi Kumar Shukla takes charge

New Delhi: Newly-appointed Central Bureau of Investigation chief Rishi Kumar Shukla on Monday took over the reins of the probe agency. The 1983-batch IPS officer took charge at a time when the CBI is busy in a dirty battle of a turf war with the Kolkata Police over questioning of its Police Commissioner Rajeev Kumar over a Ponzi scheme scam.

West Bengal Chief Minister Mamata Banerjee has been staging a dharna in Kolkata since Sunday evening against the Centre's alleged high-handedness.

The government had appointed the former Madhya Pradesh Director General of Police as CBI director on Saturday despite a dissent note from Congress leader Mallikarjun Kharge.

Shukla (58) was appointed as the CBI chief 20 days after Alok Verma was removed unceremoniously from the post following his bitter feud with Special Director Rakesh Asthana.

The Election Commission has decided to call for a panel of names for the post of Mizoram Chief Electoral Officer from the State Chief Secretary. This comes in the wake of controversy over current CEO S B Shashank. The Commission held a meeting in New Delhi yesterday over the issue. The NGO Coordination Committee of Mizoram is questioning the removal of the state's principal secretary (Home) by S B Shashank. They are also demanding his removal. A Commission spokesperson said that the poll panel has "decided to call for a panel of names for the post of State CEO from chief secretary of Mizoram." However, the spokesperson said the "next steps" will "only be taken after receiving the report of the team led by Deputy Election Commissioner Sudip Jain".

Meet Merin Joseph, IPS – A young cop from Kerala

Merin Joseph is a brave and hard-working Indian Police Service – IPS – Officer. She is also quite beautiful replete with amazing physical features. Unfortunately, her beauty has become the talk of the town and people have just ignored the magnificent way she is working. There is no denying that Merin Joseph is a role model for young Indian girls, not just for Keralites.It is a matter of great concern that some section of Indian media has used sexist remarks for her. This also shows the prevailing patriarchal attitudes that we Indians have. Hopefully, officers like Merin Joseph will be a milestone in breaking the sad state of affairs.

Profile of Merin Joseph

Merin Joseph was born in Kottayam, Kerala. She has done schooling from New Delhi, as her father was working there. After completing schooling, she took admission St. Stephen’s College from where she has done B. A. – Honours. She was always considered a brilliant student. She was of double mind about further education after completing graduation. But, fortunately, she decided to go for Civil Services. She started preparation and took admission in a coaching institute in Mukerjee Nagar Delhi.

Merin Cracked Civil Services Examination in 2012 and got 188 All India Rank. Her first four choices of services were – IAS, IFS, IPS and then IRS. She couldn’t get any of the first two choices, as she belongs to General Category. She was settled with IPS and got her home cadre. After completing her training from NPA, Hyderabad, she was posted at Ernakulam, Rural as ASP – Under Training. From this very first posting, Merin Joseph attracted attention of general public, not for her looks but for her integrity and zeal to help people in need. She has always ensured to remain available on the call 24 hours if there is any need to anyone.

She was interviewed by the board of IMG Khan on the 6th of March, 2013, once she mentioned that she was not very satisfied with interview but she cracked it successfully with 188 rank and became IPS.

Merin Joseph married Chris Abraham in 2015. C. Abraham is a doctor by profession and both of them were love when Merin was studying at St. Stephen’s College. They were just waiting for an opportunity when both of them will get settled with life before getting married.

Controversies of Merin Joseph

Merin is not new to controversies. The Facebook post which had first appeared started it all. She became a national sensation and hence her name is being misused here and there.Recently, a fake Facebook Account of Merin Joeseph claimed that she is against the system of reservation. As people are aware of the fact that injustice was done to her because of this reservation system, some of them started to take note of the post. Merin Joseph had to use her social account to clarify that she has never made any statement and what’s being shared over the social media is wrong. Something like this had also happened with Tina Dabi, UPSC Civil Services topper – 2015.

Last year she became a trending topic in media because of her beautiful look. Along with many other news media even The Hindu came up with an story titled Pretty Tough Cophighlighting her beauty quoted her as the dashing young IPS officer who took social media by storm.
Merin had also objected to a news report which was published in DNA calling her one among ‘top 10 most beautiful IAS/IPS officers of India’. This was highly sexist report and the intension was just to draw eyeballs. Merin again comes forward and wrote an eye opening response to this news report.

Merin was also severely criticized for a picture that was widely shared on social media. In the photo, she was seen in a lighter mood – smiling – with rising Malayalam Super Star Nivin Pauly. Again, Merin comes forward and clarified the context in which the picture was taken by a Congress MLA.

Rahul leads protest by Cong MPs seeking review of apex court verdict on SC/ST Act

New Delhi, Mar 23 (PTI): Congress MPs, led by party chief Rahul Gandhi, today staged a protest in front of Mahatma Gandhi's statue inside Parliament premises, demanding that the Centre seeks a review of the Supreme Court's verdict on the SC/ST (Prevention of Atrocities) Act.

The apex court had on Tuesday diluted stringent provisions mandating immediate arrest under the law concerned in a bid to protect honest public servants discharging bona fide duties from being blackmailed with false cases under the SC/ST Act.

The protesters charged the government with "not arguing properly" in the case before the apex court and demanded it files a review petition. They also called for an amendment in the Act.

The Congress MPs raised slogans such as "Daliton ke samman mein, Rahul Gandhi maidan mein" (Rahul Gandhi stands for protection of Dalit's rights) and "stop atrocities against members of scheduled castes and scheduled tribes".

"The latest interpretation of the SC/ST Act by the Supreme Court has resulted in (near) abolition of the legislation. The government did not argue properly before the Supreme Court in this connection," Mallikarjun Kharge told a news channel outside Parliament.

"Hence, the government should file a review petition, bring an amendment and protect rights. If it does not do, it is will manifest pretension of defence by the government," he said.

Earlier, the MPs gathered at the office of the Congress Parliament Party and discussed the strategy to move forward on the issue. Sources said the party's strategy inside Parliament was also discussed with Gandhi during the meeting.

Both Houses of Parliament -- the Lok Sabha and the Rajya Sabha -- have not been functioning ever since the start of the second leg of the Budget Session on March 5.

This is the third week in a row that Parliament proceedings have been disrupted and has not transacted any business. The crucial Finance Bill was passed in the Lok Sabha amid the din created by various parties.

IPS-Turned-IAS Officer Spends Her Own Savings to Renovate Anganwadi School!

Singh, 2016 batch IAS officer who came here last July as district social welfare officer, spent Rs 50,000 from her own savings to adopt the anganwadi on Matwari Masjid Road in the heart of the town to develop it into the first model centre in the district.

Recognising that it is important for children to have good memories of the first place they received their education from, she decided to adopt the anganwadi in Matwari Masjid Road and transform it into the first model centre in the district.

Before December 2017, the anganwadi was a dingy structure. Now, the entire structure is freshly painted with alphabets painted on walls and a bright hoarding. Charts, learning blocks and toys have been procured to help children up to 5 years of age learn faster on the lines of a preschool.

Dedicated civil servants like Garima Sharma, who go the extra mile to make a tangible impact on the society, are the reason why people continue to have faith in the administrative system of the country.

20 IAS officers transferred in Adityanath govt’s first reshuffle

In the first major bureaucratic reshuffle by Yogi Adityanath government, 20 senior IAS officers, including Principal Secretary (Information) Navneet Sehgal were today transferred.
Mr. Sehgal, who wielded considerable influence in Akhilesh Yadav government, also held the charge of Religious Affaris, Information and Tourism.

He was the CEO of UP Industrial Development Authority, UP State Highway Authority and Additional Resident Commissioner, New Delhi.
An official release here said that he has been put on the wait list.
UP cadre IAS officer Avanish Kumar Awasthi, who was on wait list after he was relieved from the Centre, has got charge of all the departments held by Sehgal.

Yogi CM Adityanath has ordered an enquiry on Akhilesh Yadav's Rs 1400 crore dream project

Samajwadi Party heavyweight Shivpal Yadav and former Chief Secretary Deepak Singhal are in for serious trouble as the newly formed Uttar Pradesh government has ordered probe into irregularities in former Chief Minister Akhilesh Yadav’s dream project ‘Gomti Riverfront development’.

The UP government has ordered current Chief Secretary to constitute inquiry committee which would be headed by a retired judge. The committee will have to submit its investigation report within 45 days.

It may be recalled that Shivpal Yadav was the irrigation minister in the previous Uttar Pradesh government and was monitoring then Chief Minister Akhilesh Yadav’s pet project of Gomti Riverfront development. Deepak Singhal was Principle Secretary of the Irrigation department looking after the project.

Chief Minister Yogi Adityanath issued the orders while reviewing the ‘Gomti River Channelization Project’ in a meeting here on Saturday. He also directed Urban Development Minister Suresh Khanna and Irrigation Minister Dharampal Singh to closely monitor the works being done in the riverfront project.

Rigzin Samphel appointed as the Special Secretary to UP CM

Lucknow: As the first appointment in the Chief minister secretariat ,  Rigzin Samphel, on Friday, was appointed as the special secretary to the Uttar Pradesh Chief Minister Yogi Adityanath.
A 2003-batch IAS officer, Samphel was also among the top officials during Samajwadi Party government and has also served as the District Magistrate of Jalaun district in Bundelkhand region of Uttar Pradesh in year 2002.
About Rigzin Samphel:
  • Born in 1982, he is a 2003-batch IAS officer.
  • Hailing from a royal family of Ladakh, Samphel is a commerce graduate from SRCC and an MBA from Delhi University.
  • He has served as the DM of Jalaun district in Bundelkhand region and Behraich district of UP among many others.
  • As DM of Jalaun, he introduced the system of paying National Rural Employment Guarantee Act salaries directly into the bank accounts, and making the implementation of the scheme easier.
  •  In 2008, his development work got ‘The Economist’ to call him one of the “hardest working bureaucrats in the world”. He also received an award from the Ministry for Rural Development for the best NREGA implementation, the same year.
  • The IAS offficer believes in mixing bureaucratic powers with business management skills to bring relief to the poor and is usually found among the villagers.
  • He is one of the DMs famous for listening the problems of the villagers and help them find innovative solutions.
  • The newly appointed Special Secretary believes in not only painting the life of the have-nots with bright colours but also to change the landscape of poverty zones.

IPS officer Himanshu Kumar who hit out at Adityanath government suspended

An IPS officer, who was transferred out of his district posting by the Election Commission, has levelled allegations against Yogi Adityanath government accusing it of harassing police officials of a particular caste.

Himanshu Kumar, a senior Uttar Pradesh police officer, was suspended today for "indiscipline". Earlier this week, Kumar alleged on Twitter that the new Adityanath administration is targeting cops from the Yadav community.

Kumar, a 2010-batch Indian Police Service officer attached with the Director General of Police's (DGP) office in Lucknow, said in the tweet that those police officers with the 'Yadav' surname were being targeted.

CBI nabs Chennai’s PF regional commissioner for bribery

CHENNAI: Central Bureau of Investigation sleuths on Monday arrested the Employees Provident Fund Organisation regional commissioner in an alleged bribery case involving a major educational organisation hours before he was to address the media. Six others were arrested in this connection.

Soon after the arrests, officials said the new dates for the media conference on the EPFO migrating online would be announced later.

CBI sources said regional commissioner E S Durga Prasad, enforcement officers Ezhumalai and Manikandan, alleged conduit Sudalai Muthu, his manager Suryanarayana, alleged bribe giver Sengottaiyan and Raja, a friend of Prasad, were nabbed in the case in which the Saveetha Group of Institutions has also been named.

CBI officials booked the accused under Sections 7, 12, 13 (2), 13 (1) (b) of the Prevention of Corruption Act and a CBI court remanded them in prison till February 2.

CBI sources said Durga Prasad had allegedly demanded Rs 25 lakh as illegal gratification for favouring the educational group which runs an university and a few colleges in Tamil Nadu.

Based on a tip, CBI sleuths laid a trap and nabbed Durga Prasad near Ambattur while accepting the bribe of Rs 14.5 lakh from Sengottiyan, after it was handed over by Muthu. Durga Prasad was nabbed in an SUV driven by his friend Raja. Muthu and Suryanarayana are employees of the educational group.

Govt appoints new disinvestment secy

New Delhi: The government on Monday shunted out Aradhana Johri as disinvestment secretary following the department's dismal record at initiating sell-offs, including strategic sale, and replaced her with Neeraj Kumar Gupta, an IAS officer of the 1982 batch.

It also assigned industrial policy and promotion secretary Amitabh Kant with the additional charge of NITI Aayog, the Centre's think-tank and link with the states, as Sindhushree Khullar's extended term is due to end on Thursday. Kant is himself due to retire in two months.

The Appointments Committee of the Cabinet headed by PM Narendra Modi also designated West Bengal cadre IAS officer Sanjay Mitra as the new road transport and highways secretary. Rashmi Verma, a Bihar cadre officer, has been appointed the new textiles secretary, while Johri will be the chairperson of the National Authority for Chemical Weapons Convention.

Sources said the government was especially worried about the poor disinvestment receipts and the over cautious approach adopted by the department, which is part of the finance ministry. Against the target of Rs 69,500 crore disinvestment, including through the revival of strategic sale, the government is staring at a massive shortfall, although it is confident that the fiscal deficit target would be met. Gupta has an uphill task during the remaining three months of the fiscal year.
