MP IAS officer, subordinate suspended over graft charges

The Madhya Pradesh government on Monday put an IAS officer and his subordinate under suspension following an official probe into their alleged involvement in a conversation for bribery.

The state government had initiated a probe after a recorded conversation between tribal welfare commissioner and 1994 batch IAS officer Jagdish Narayan Malpani and Barwani assistant commissioner RK Shroti came out in media on November 27.

In the conversation, Malpani was heard asking Shroti to meet him, saying the latter would be ‘unwell’ if he tried to ‘eat’ everything alone. Shroti could be heard denying having received any amount and insisting that he was not ‘that type’ of officer.

The state government asked additional chief secretary (ACS), water resources department, RS Julania to probe into the matter after posting Malpani as OSD in the ministry at Bhopal. Julania talked to both the officers and submitted his report to the government.

On Monday, the state government suspended Malpani and Shroti stating in a press release that their conduct was found to be in contravention of the all India service rules, 1968.

A similar incident had surfaced recently in which Jabalpur chief conservator of forests Ajeet Shrivastava was found in a suspicious conversation with a timber merchant. Shrivastava was transferred and ACS home BP Singh was asked to probe the incident. The probe report is awaited.

IAS Academy security breach, relief scam, kept U'khand in news

The security breach at Mussoorie's prestigious IAS Academy, an alleged scam in relief distribution and a sting operation purportedly showing a CMO official negotiating a bribery deal for liquor licences were some of the highlights of 2015 in Uttarakhand.

People of the state watched in disbelief as the news about a woman named Ruby Chaudhry hoodwinking the authorities at Lal Bahadur Shastri Administrative Academy to stay there illegally for six months began doing the rounds on TV channels pointing to the loopholes in the security apparatus at one of the most prestigious academies in the state which according to intelligence agencies is also among top terror targets.

The civil service recruits training academy learnt about the woman and her prolonged stay at the institute when she had already left on March 27.

Chaudhry, who hailed from Muzaffarnagar in Uttar Pradesh, was arrested a few days later and told her interrogators that she stayed at the institute with the help of its Deputy Director Saurabh Jain, a senior IAS officer in return for money, a charge denied by the officer.

An SIT was constituted to probe the matter but nothing significant came out of it.Chaudhry was later released.

The otherwise even tenor of the hill state's political life was disturbed just about a month later when an information commissioner's response to an RTI query blew the lid off a major scam in distribution of relief among victims of the 2013 flash floods in Uttarakhand which killed over 5000 people.

Officials supervising relief efforts allegedly stayed in luxurious hotels, binged on mutton chops and chicken and committed a host of financial irregularities in the distribution of relief, milking the worst natural disaster to have hit the state in recent times, the RTI response revealed.

Officials claimed Rs 194 for half a litre of milk and bills of more than Rs 7,000 per day for hotel stays, paid relief twice to the same people, and made payment of Rs 98 lakh for fuel purchase to a helicopter company, the response said.

However, despite recommendation of a CBI probe by state Information Commissioner Anil Sharma, Chief Minister Harish Rawat ordered an inquiry by then Chief Secretary N Ravishankar into the irregularities and siphoning of funds.

The result was on expected lines. The investigating committee gave a clean chit to officials in the scam saying there were "no irregularities anywhere".
Though Opposition BJP kept clamouring for a CBI probe

into the scam, the state government did not find it necessary.

Even before dust could settle down on the alleged flood relief scam, another blow to the ruling Congress came in July when Union minister Nirmala Sitharaman released a sting video at a press conference in New Delhi allegedly showing Harish Rawat's secretary Mohammad Shahid, a senior IAS officer on deputation in Uttarakhand, seeking bribe from liquor mafia in return for liquor licences.

The political temperatures shot up immediately in Uttarakhand with opposition BJP demanding the chief minister's resignation and the latter denying the charges and calling it the BJP's political stunt.

BJP's demand for a CBI probe into the state government's nexus with liquor barons was rejected by Rawat who said the Opposition party should first provide the original CD in the case which is a must for any probe.

However, the official purportedly shown negotiating a bribery deal for liquor licences in the sting CD was recalled to Delhi.

The Centre's Department of Personnel and Training cut short Shahid's Uttarakhand tenure and called him back to Delhi where he was posted before being sent on deputation to Dehradun soon after Rawat took over as Chief Minister in February 2014.

After a brief interval during the festival season, Uttarakhand was back in the news towards the fag end of the year as the sexual exploitation and subsequent abortion of an inmate with speech and hearing impaired at the city's lone government-run women's shelter home came to light.

Medical examination of the victim confirmed rape and abortion. An SIT headed by SP City Ajay Singh was constituted to look into the case which has rounded up over half a dozen employees of the shelter home including its director but the main culprit who perpetrated the crime on the physically challenged woman is still at large.

Two constables were knocked down by a truck of animal traffickers in Udhamsingh Nagar district earlier this month when they tried to stop it following a tip-off. One of them died on the spot and the other sustained critical injuries prompting the BJP to assert that law and order has touched an all time low with wrongdoers emboldened like never before.

2015 will also be remembered for solid reconstruction work carried out in Kedarnath which had been witness to massive devastation during the 2013 flashfloods.

In October, Rawat inaugurated and laid the foundation stone of reconstruction projects worth nearly Rs 115 crore in Kedarnath saying efforts were underway to develop the areas adjoining the famed Himalayan shrine as the "paradise of winter tourism".
Projects worth over Rs 23 crore including a helipad meant for MI 26 choppers were inaugurated whereas foundation stones of projects worth over Rs 91 crore were laid by Rawat who said the helipad will help give a push to reconstruction work in the area by making transportation of heavy equipment possible at the high altitude shrine.

Projects whose foundation stones were laid this year included 113 houses to be built by the Nehru Institute of Mountaineering to rehabilitate teerth-purohits and other land owners who volunteered to give their land for reconstruction purposes near Kedarnath, construction of three-layered flood control walls behind the shrine and bathing ghats for devotees on the confluence of Mandakini and Saraswati.

Air load operations expected to give a push to reconstruction work in Kedarnath also began this year with a private chopper put into operation there last month to carry over sized cargo to the shrine.

Also known as air load induction process, it will help transport over sized cargo, equipment, construction materials and machinery to areas where they are needed and impart speed to reconstruction work in the area, Rudraprayag District Magistrate Raghav Langer who is also the chairman of the District Disaster Management Authority said.

Uttarakhand also made news this year because of acquisition of tea estate land by the stategovernment for the Centre's smart city project in Dehradun which was opposed by tea company workers and environmentalists alike.

However, despite opposition by tea estate workers, environmentalists and BJP which felt there was alternative land available for the purpose, Chief Minister Rawat justified the state government's decision to go for the tea estate land on the outskirts of the city.

He said it was the best option available and all the concerns expressed by environmentalists and tea estate workers have been addressed by the state government.

Stating that the concepts of retrofitting within Dehradun for the project or developing it over a new area were not viable in the present circumstances due to forested areas in Raipur and cultivable land in Doiwala, Rawat said the best option available for the project was tea estate land.

Rawat also took up with the Centre the change in funding pattern for Uttarakhand recommended by the 14th Finance Commission.Noting that the change in funding pattern as per recommendations of the 14th Finance Commission has adversely impacted the financial condition of the state the Chief Minister at a meeting with Finance Minister Arun Jaitley requested him to maintain the special category status of the hill state considering its strategic importance and vulnerability to natural calamities.

He sought restoration of the previous funding pattern for Uttarakhand on the lines of northeastern states in the ratio of 90:10 which has been changed to 50:50 in accordance with the recommendations of the 14th Finance Commission.

BJP MP Kirti Azad today asked Prime Minister Narendra Modi to intervene after he was suspended by the party for attacking Arun Jaitley on the DDCA row, and indicated he may seek a court-monitored probe against the Delhi cricket body.

A defiant Azad maintained that his fight was only against alleged corruption in the Delhi and District Cricket Association (DDCA) and not against any individual and asked for “specific reasons” for the disciplinary action against him by the party.

“BJP and RSS always speak about uprooting corruption. We also talk about walking the path of Mahatma Gandhi. Thus, I wish that Narendra Modiji intervenes in this issue, goes deeper in it, and then tells me about what I have done wrong, as I need specific answers,” Azad told reporters here.

Yesterday, party chief Amit Shah ordered his suspension for publicly targeting Finance Minister Arun Jaitley with allegations of irregularities in Delhi’s cricket body DDCA.

While talking to media here today, Azad alleged that CBI is indirectly helping DDCA by alerting the cricketing body through notices, resulting in “disappearance” of files.

“I request CBI not to issue notices (to DDCA), as files eventually disappear after such notices. If tomorrow I will go to court and demand a court-monitored inquiry in this case, then you will be in trouble,” said the BJP MP from Darbhanga in Bihar.

The former cricketer said that he has received the notice of suspension and he is planning to reply to the party by this evening. He claimed that senior BJP leader Subramanian Swamy has told him that he will help him in drafting his reply to the suspension notice.

Swamy today appeared to question the party’s decision to suspend Azad, asking whether cricket fell within the purview of party discipline.

“Kirti issues are 1 -- is cricket affair within the purview of party discipline. 2 -- due to SC case on BCCI, is party decision amenable in court,” Swamy said on twitter.

Azad said that he had full “faith” in Prime Minister Modi and would expect him to do “justice.”

“I never said anything against the party. I was only speaking against corruption in DDCA,” he said

“I hope the Prime Minister will listen to my plea and do justice. I will also ask margdarshak mandal to come forward and look into the issue,” he told reporters here.

Azad also said that he will file a PIL in his individual capacity over the DDCA issue soon.

Lalu’s trusted IAS officers transfers to the departments of sons Tejashwi and Tej Pratap

PATNA: RJD President Lalu Prasad Yadav’s two of the most trusted senior IAS officers have been moved into departments held by the party patron’s sons in the Bihar cabinet.
1982-batch IAS officer Sudhir Kumar, who was with Lalu Prasad during his tenure as Railway minister, has been made Principal Secretary Road Construction Department under charge of Deputy Chief Minister Tejaswi Yadav, a government notification issued last night said.
A 1987-batch IAS officer R K Mahajan has been moved from Education department and made Principal Secretary of Health held by Lalu Prasad’s another son Tej Pratap Yadav.
Mahajan had served as Executive Director, Public Grievances, Minister of Railways when Lalu Prasad was in Rail Bhawan during UPA I.
The Nitish Kumar government effected the changes in senior levels of the bureaucracy last night to further tone up administration.
The new post of Sudhir Kumar, who is waiting for the posting, has been upgraded to the rank of Chief Secretary from the day of his joining, the notification said. He replaces Arun Kumar Singh in RCD, who has been moved to Water Resources department.
Meanwhile, Vijay Prakash, Commissioner of Agriculture Production has been given additional charge of Vigilance department.
D S Gangwar, Principal Secretary to CM has been transferred to Education department. He would continue to hold responsibility as Principal Secretary to the CM as well Resident Commissioner of Bihar at Delhi.
Brajesh Mehrotra (89 batch IAS) has been transfered from Health department to Cabinet Coordination department.
The 1990-batch IAS K K Pathak waiting for posting has been made Principal Secretary in Registration and Excise.

Ameet Gill, 32, Writes British PM David Cameron's Speech

A writer of Indian-origin wrote the speech on tackling Islamic extremism and "the failures of integration" that British Prime Minister David Cameron delivered recently.
Ameet Gill, 32, has now become one of Cameron's most trusted advisors since joining his team nine years ago, the Daily Mail reported on Tuesday.
His induction gave him daily access to the prime minister, making him the most influential figure from an ethnic minority background in British politics.
Gill admits struggling with his own ethnic identity in the past and recalls the hardships he faced while growing up with dual identities as a second-generation migrant Briton.
"Sometimes you feel British, sometimes you feel Indian, sometimes you feel nothing, and if there was an ideology such as Islamic State around for others like me when I was a teenager, I have no doubt that some of my friends might have been attracted to it," Gill was quoted as saying.
Cameron's speech last week spoke about how terrorists could offer "a sense of belonging" that some young people lack at home, leaving them susceptible to violence.
Having seen the struggles of his own family, Gill was also behind Cameron's speech last month attacking the ridiculous merry-go-round of taxing low-earners, then giving them money back in benefits.
Gill's parents arrived in Britain as impoverished teenage migrants from rural India. He grew up in Banbury, Oxfordshire. 
Gill studied history on a scholarship at Oxford University and worked as a researcher for television. His parents wanted him to be a doctor or engineer but Gill started out as a Labour party supporter.
Although now on the Liberal wing of Britain's Tory Party, he was among the first in Cameron's circle to flag up the issue of immigration.

Indian girl is a minister in Norway

Hisar born Anju Chaudhary Manneraak (33) has done the state proud by becoming a minister in Norway.
The daughter of a water pump operator in HAU, she took charge in the southern state of West Agdar in Norway on October 6 following her win in the provincial elections last month.
Anju, who is a member of the Road and Transport, Land and Environment Committee, represents the Progress Party in the 35- member local parliament of the state. She will serve for four years.
On a visit to her native place, she told TNS that she had migrated to Norway to meet her elder sister in 2007, ended up marrying a Norwegian and finally become a politician.
“I had gone to meet my sister Manju who was pursuing her PhD. I met Haakon Manneraak at a birthday party and we liked each other and I married him. I learnt the language within three months and there was no looking back after that,” she said.
Accompanied by her husband and other Indian and Norwegian relatives, she went on for shopping in the crowded Rajguru market without any fuss or security. “There is no VIP culture in Norway. Obviously, you get security as and when required but not all the time,” she said.
Anju completed her MA in Administration and joined a government service as an Advisor in the Union Road and Transport Department. She became an active member of her party after gaining her citizenship in 2010. She went on to become a member of her county and was later on elected as member of the Vest Agder parliament.
“It’s merit that counts in politics there and there is no lobbying. There are no rallies. You have to canvass with certain conditions and you have to participate in one-on-one debate with your rivals,” she informed.
Her husband, Haakon who runs a driving school, who has visited India a number of times said that he loves the Indian culture, attire, especially kurta payjama and the food. “It’s her confidence and smartness which attracted me during our first meeting”, he quipped.
Anju’s father, Ram Pratap, said that he is proud of her daughter and supported her in every decision, be it marrying a foreigner or settling in a foreign country.

Rahman restrained from functioning as PSC secy

ALLAHABAD : The Allahabad high court on Friday restrained Rizwanul Rahman from functioning as the secretary of Uttar Pradesh Public Service Commission (UPPSC). Hearing a writ petition filed by one Ayodhya Prasad, a division bench comprising Justice Arun Tandon and Justice Ashwini Kumar Mishra directed the state government to appoint an IAS cadre officer as UPPSC secretary within one week. In the petition, it was alleged that Rizwanul Rahman did not possess required qualification and is merely an upper division assistant (UDA) cadre employee. It was further contended that as per rules, an officer receiving super-time pay-scale can only be appointed as secretary of UPPSC.

CEC reshuffles Home Secretary, 09 DMs & 07 SPs in Bihar

Immediately after the imposition of electrol code of conduct in Bihar the Central Election Commission has affected the reshuffle of top officials. Sudhir Kumar Rakesh (IAS:1983:BH) has been appointed as Principal Secretary (Home) vice Amir Subhani (IAS:1987:BH). Subhani has also been relieved from his additional charge of GAD.

CEC has made it clear to the Chief Secretary that officers who have been replaced should not be given any electrol assignments.

15 IAS officers shifted in Punjab

Punjab government tonight ordered transfers and postings of 15 IAS and one PCS officer with immediate effect.

Among transfer of senior IAS officers, D P Reddy has been posted as Principal Secretary Finance while Anurag Aggarwal has been shifted from Secretary Power, MD PIDB and given the charge of Financial Commissioner Taxation.

IAS officer R Venkat Ratnam has been transferred as Principal Secretary Transport with additional charge of FC Appeals.

Venu Prasad has been appointed as Secretary power and MD PIDB, said an official release.

Excise and Taxation Commissioner Anurag Verma has been given the additional charge of Secretary Information and Public Relations relieving Karan Avtar Singh of additional charge.

Secretary Vigilance Vivek Partap Singh has been given the additional charge of Secretary sports.

Dipirva Lakra has been posted as additional secretary home.

Ashwani Kumar has been transferred as Director State Transport and Principal Secretary to Deputy Chief Minister.

MS Jaggi has been shifted as Deputy Commissioner Faridkot.

Before Bihar polls, govt transfers 36 IAS, 41 IPS officers

In a major administrative reshuffle ahead of crucial Assembly polls in Bihar, the state government today transferred 36 IAS officers – across 28 districts, and 41 IPS officers. The transfers come ahead of the possible visit of a high-profile Election Commission (EC) team, led by Chief Election Commissioner (CEC) Nasim Zaidi, on August 7 and 8 to assess ground situation and discuss poll-preparations with state officials. According to a notification issued by General Administration Department, 36 IAS officers, mostly District magistrate rank, have been shuffled.

District Magistrate, Patna, Abhay Kumar Singh made way for Pratima Satish Kumar Verma, the current DM of Sitamarhi. Singh has been made Additional Secretary in General Administration department. In the long list of reshuffle of DMs, Tyagrajan S M will be the new DM of Nalanda, home district of Chief Minister Nitish Kumar. He would replace Budhhibhati Kartikey Dhanji, who has been made the Director Agriculture. Two IAS officers – B Pradhan and Shreedhar Cheeribelu – who have gone for Central deputation and IAS Academy Mussorie respectively – have been relieved from posting in the state. In the police administration, the state government transferred 41 IPS officers, mostly Superintendent of Police or Commandant rank, gave additional charge to two and promoted one to the Director General (DG) rank. 

A notification released by the state Home department said that Additional Director General (ADG) Ravinder Kumar, currently posted at Vigilance Investigation Bureau (VIB) has been promoted to the post of DG. In the districts, SPs of Saharsa, Madhubani, Khagaria, Gopalganj, Bettiah (West Champaran), Sheikhpura, Katihar, Bagaha (West Champaran), Naugachhia (Bhagalpur), Araria, Kaimur, Supaul, Sheohar, Nalanda, Rohtas, Jamui, Siwan, Arwal, Madhepura, Sheohar, Bhagalpur, Samastipur and Muzaffarpur have been shifted while the rest are Sub-Divisional Police Officers (SDPOs) posted in various districts. Among those transferred include SP Siddharth Mohan Jain of Nalanda, the home district of Bihar Chief Minister Nitish Kumar. He has been shifted to Katihar as SP, while Vivekanand, Additional SP (City) of Patna has been asked to take charge as Nalanda SP. Majority of the districts where IPS transfers have been effected fall in North Bihar, which has witnessed a surge for BJP in the Lok Sabha elections, but is also counted as traditional boroughs of ruling JD(U) and its ally RJD. Assembly elections are slated to be held in October-November in the state but the final dates are yet to be announced.

Senior most IPS officer C. V. Narasimhan is no more


C.V. Narasimhan number one in the IPS List in the country has passed away in Chennai. 1948 batch IPS officer Narsimhan was 90. He is survived by wife, two sons and a daughter.

Haribhai Parathibhai Chaudhary launches Delhi Police Railway Helpline 1512

Union Minister of State for Home Affairs Shri Haribhai Parathibhai Chaudhary launched the Centralized Delhi Police Railway Helpline. Lauding the innovative step, MoS (Home) asked the Delhi Police to arrange extensive publicity for its Railway Helpline to raise awareness among the commuting rail traffic and commended the Delhi Police for its grand plans to make ‘SMART” Police Stations in the National Capital.

Using Railway Helpline No.1512, the passengers can file complaints and make suggestions from moving trains without deboarding. Any person can make calls on this all-India Helpline Number from anywhere across the country. An FIR will be lodged on fax/email and copy of the FIR sent to the complainant through fax/email/post.

Dealing with cases related to problems faced by passengers at Railway Stations and on moving trains cases can also be lodged on Police Control Room No.100 and the Delhi Police Railway’s dedicated What’sApp No.875081512 where related Photos and Videos can also be received. STD facilities have been provided in the Delhi Police Control Room to contact anybody in distress and also talk to any concerned Control Room of States/Police Stations.
The Delhi Police Railway Control Room will promptly transfer the complaint to escort duty staff in running train for immediately attending to the passenger’s grievance. Police Officers will remain in touch with complainants till their problem is resolved.

For passengers serviced by cellphone service providers in Delhi-NCR Region, 1512 is an all-India number; for passengers having their mobile phones registered anywhere else across the country, they can also access the Delhi Police Railway Helpline by dialing 1XXX-XX-1512.

A phone call on 1512 from anywhere in India will land in the concerned Control Room of State Government Railway Police (GRP), thereby leading to swift response to attend the distress call. This service provides single number on a pan-India basis for GRP related issues.

The Delhi Police has also initiated interstate coordination meetings to evolve measures for passengers’ safety and redressal of grievances of the public and also to share information relevant to other states.

Former Chief Justice YK Sabharwal Dies at 73


Former Chief Justice of India YK Sabharwal died in New Delhi last evening at the age of 73. He is survived by two sons.

The cremation will take place today.Justice Sabharwal was Chief Justice from November 1, 2005 to January 13, 2007.

He was elevated as an additional judge of the Delhi High Court in 1986 and became its permanent judge in April 1987.

From Delhi High Court, he went to Bombay High Court as chief justice before being appointed as a judge of the Supreme Court on January 28, 2001.

Justice Sabharwal delivered several important judgments including the verdict in January 2006, that held the dissolution of Bihar Assembly as illegal and unconstitutional.
